MEMBERS of the Delta State House of Assembly have passed the Delta Community Security Corps Agency Bill tailored towards providing localized security architecture for tackling incessant cases of kidnappings and other security challenges across the State.
This followed the Third Reading of the Bill during Tuesday’s plenary presided over by the Speaker, Rt Hon Emomotimi Dennis Guwor.
The Speaker pointed out that with the successful passage of the Delta State Community Security Corps Agency Bill, the State Legislature has once again demonstrated its unwavering commitment to the safety and well-being of the people.
According to him, “this Bill that has been sufficiently debated and passed is a critical step towards strengthening our community security architecture.
“It reflects our collective understanding of the evolving security challenges and our proactive response to ensure that every Deltan can live and work in peace”.
Lead sponsor of the Bill, Hon Isaac Anwuzia clearly stated that the Bill is all about community policing, expressing hope that its implementation when passed into law by the State governor, will certainly, address all related insecurity challenges bedeviling the State.
In course of this legislation, Anwuzia who represents Aniocha South and also the House Committee Chairman on Peace and Security, alongside 27 other Lawmakers had sought the leave of the House to bring in a Bill to, first, repeal the Delta State Community Security Corps Agency Law 2020 when it noted perceived gross amendments.
According to him, “We followed the procedure for the initial Amendment Bill; First Reading, Second Reading and Public Hearing as well as Committee of the Whole House, wherein members made their contributions.
“In the course of doing that, we discovered that it was important to repeal the entire law owing to several amendments made.
That informed Mr Speaker to refer the Bill back to the Committee for further scrutiny.
“The Committee”, he went on, having presented its Report to the House, the Speaker directed me as the Lead Sponsor to re-present the Bill to the House as a fresh Bill thus committing it to fresh legislative process”.
